a/c compressor problem

a/c compressor problem
So...finally after ages of working on it, my 1985 turbo GLL 5 speed manual is free from vacuum leaks. The actuators all work, the mix doors all work, everything is perfect. Except the A/C compressor won't engage.
Anyway, I checked and there's no power to the clutch coil. If I apply power to the wire leading to the clutch, it engages. So the compressor (or at least the clutch coil) seems to be working.
What's next? I don't have any idea actually if there's refrigerant in the system. Would a lack of that shut the compressor down? In the FSM, I see a low pressure cut-of switch on the drier/receiver. I tried to bypass the switch to see if I could get the clutch to engage, but I didn't have any luck. Though I'm not sure if I did it right. There appear to be two wires coming off the switch, one going to the ECCS, one going to the compressor relay. I tried applying power to the wire going to the compressor relay, but it didn't engage the clutch coil.
