Go take a look at it. Doesn't sound like he knows much about cars in general if he says:

needs a rubber piece for the front end because there is a vibration at about 45mph
and

Transmission needs more gear oil because there is some noise.
The tranny may need more gear oil... but when a manual tranny "makes noise" that usually means a bearing is shot. :D

Go take a look at it, point out all the flaws, and offer $300.
