5 speed reverse lockout problem?

5 speed reverse lockout problem?

I have an 81 280zx with 5 speed. When I got it 6 months ago I pulled the trans and had a local shop rebuild it with new bearings and synchros. Whenever they opened it up it also needed a reverse idler gear which they found and replaced.
I have it back and installed it with a new clutch, pressure plate, flywheel, throw out bearing, pilot bearing, slave cylinder and master cylinder. I bled it and even adjusted the master cylinder rod from clutch pedal. The only way I can get the thing to go into reverse is if I push the car or let it roll backwards just an inch or two and it goes right into reverse. When it's idling it doesn't matter what gear I go into first, if I try to double clutch, pump the clutch, barely let go of the clutch, etc.. it just won't go in unless It rolls back just a little bit. Once it's in reverse, when I go to a stop, I have to force the shifter so hard to get out of it back to neutral. I've also replaced the shifter bushing.
Anyone have any ideas? Is it possible that if I just remove the reverse lockout, that it would fix this issue? Or possibly the return plunger sticking?
