What does the...?
it sets the cruise control speed. To turn cruise control on you have to press the switch on the right side of the steering wheel and it should say ON in green. Then you press this button if you're above 30mph or below 84mph (or so) and a blue light saying cruise will turn on next to the ON light, where the cruise control switch is on the rigth of the streering wheel. If your cruise control doesn't work, make sure that the sensors that touch the peddles are still touching. I lost the plastic that it touches and was unable to use cruise control until I figured it out.
It has a sensor at the clutch and the brake. Also a sensor that looks just like the other ones at the brake for the brake lights. The sensor turns off the cruising when the clutch or the brakes are applied. It's just a touch sensor so tape something to where it touches the peddle if it doesn't work.
if the ON light doesn't come on check those too.
i hope that gets ya

haha yeah that would be a horrible button, but useful on an episode of PINKS
yeah my cruise control worked when my dad gave me the car, then I found a bunch of plasticy/rubber stuff (it was orangeish) on the floor and it didn't work anymore, than I completely lost the brake lights, they always stayed on. Found out it was those sensors and the place where the touch
