Your cold start valve is most likely broken. Do this: disconnect the connector and plug your battery voltage to the terminals, doesn't matter which terminal gets polarity. If you hear the fuel shooting out the valve, then its not broke. If you want to take it off, you can just unplug the connector and yank the thing out of there. That air regulator serves a good purpose so don't get rid of it; it may be just gummed up and in need of carb cleaner treatment. That sir regulator will really screw up the computer if you disconnect it. Be careful.

Sure, if you want to plug it. Take a piece of sheetmetal and make a block-off plate, coat it with RTV, let it set up, and bolt it in. Shouldn't be a problem. That hole would also make a great spot for a nitrous nozzle

Well, I'm asuming you don't care too much about cold starts, since you want the valve gone anyway. Just plug the line with a screw or something and use a clamp to hold it there. Don't bother with another fuel injector, if you want to use that, just go and buy another cold start valve.
