Are your tire sizes the OE sizes or at least the same diameter as what's recommended from the factory? If not that might be why the speedo is off for you.

if you have cruise control on the 1980 it may not work with the older spedo, if not it will work fine

Oh, maybe the '79 speedo somehow is calibrated differently. Also a '79 and '80-83 will have a variety of different rear gears. I would think that it wouldn't make a difference though since it reads what your car's speedo cable tells it to read.

Maybe you need to swap speedometer cogs to fix the 5mph thing.
