I bought my oil filter at Planet Nissan. You can get it in bulk also. Remember to get the oil pan plug crush washer too.
As far as your parking lights go, no, you don't have to remove the bumper. You do, however, have to remove the plastic covering in the wheel well; don't remove the whole thing, just the part towards the front of the car. There are a few metal screws (one on top, near the fender lip as well as two underneath the front side bumper lip) and the plastic pullout ones (lined in the inside of the plastic wheel well cover). Removing the cover will take a little elbow grease since it is tucked underneath the fender. Removing this plastic cover will let you gain access to the parking light socket, located on the lower right (passenger side) and left (driver side) corner. Turn the plug counterclockwise and pull.
