My 1983 280zx is blowing head gaskets Any suggestions why it isn't cooling properly?

I have heard the radiator in these cars was to small? is this true?

I would check to see if you have a worped head or block. Or maybe you have some coolent area blocked in the motor and it is causing an over heating issue. Or it could not be torqed properly. I would tear the motor down and check everything completely. Check you entire coolant system. Have your head re-surface and groud down. Have your block checked for cracks or deformities.
That is about all I can think of for now.

The head looks ok...the coolant overflow tank was plugged up with solid gunk so that was not working at all.

 

Now, you said the head looks okay, but was it ever re-surfaced, or checked with a percision machined straight edge? How about the block? This is very important. Also, was the proper torguing sequence performed...and was it later re-torqued? Just want to rule these items out.
