if i go with a aftermarket header and get a non emissions header, can i just pull the egr and the egr delay valve off?

yes. But you'll have to block off the opening.

You'll have to block the vac lines, too. And if you just want to get rid of all of it, you'll have to get a couple of plugs for the coolant lines (one on the thermostat assy. housing, one on the water inlet) for the thermal adjust vac valve. You don't have to remove all that, but it looks nice (and less stuff on your manifold).
