build a wall round the city, then fill it with water!!!

Actually Russia played a HUGE roll in the building of the Berlin Wall. The east side of the wall was considered the Russian side. Sure it was in Germany, but the Russians were involved. The Russian leader of the time was actually credited with the building of the Wall.
