Fuel Gauge Stuck!

Fuel Gauge Stuck!
I have a 90 na z32 and recently the fuel gauge stuck and won't go higher than half a tank. Also to i cant completely refuel the tank. It won't let me put more than 6 gallons into the tank before it cuts off. Any suggestion?
