Windshield Wiper Problems

Hey guys!

The car in question is a 1985 manual Turbo, and the problem is that the windshield wipers are not functioning correctly. To be specific, they're stuck a quarter of the way up the windshield and every time I turn the keys on, the wipers 'fidget'. It's like they're trying to move, but they're getting stuck or something. If I turn up the speed on the wiper switch, the frequency increase of the twitching increases as well.

What I've checked:

fuse is fine

Wiper Motor is getting 12.4 Volts

The wires going from the wiper switch to the motor has .09V and .15V
depending on setting. (but I'm not sure what it should be)

I had a spare wiper switch, so I swapped it out and it still behaved the same.

I'm not sure how hot the motor is supposed to get, but it's reeeally hot.


Relevant Info: This started happening after I took out an aftermarket anti-theft system that was haphazardly spliced into all the wires below the dash. That's why I'm thinking it might be a wiring issue instead of the motor just being bunk.
