steering problem

hey if anyone can help me it seems my power steering is no working the belts all work and it makes the hiss noise but the wheel has to be liek forced to turn and it like seems like it is sticking when turned it dont come back to straight u gatta like bring the wheels back what can this problem be from i have full fluid too can it be the power steering pump

Damn dude. You should try not to be in a hurry when you post. Have you ever heard of punctuation?

Could be the power steering pump.
Could be the power steering rack.
Could be that you're just not used to how it should really feel.

Inspect the rack for leaks.
Check the belt for proper tension.
