issue with 83 turbo car

Ok so my dad just got the car back from shop after not having it for a long time (guy was suppose to rebuild motor)
Dad got the car back and it ran but he said it had no power, so i came and looked at it. It was missing and popping like a dead spot or messed up throttle position sensor. He replaced it and no change still doing it. Then he called me and said car wnt even start now.
I went over and car is getting spark from coil, even to the plugs. Ithe plugs are even firing, but the are black and fuel smell all over them. This tells me that the car has got to getting fuel to plugs. The rails have fuel pressure on them too so pump is working and you can hear it pump.
Now i own a 700hp turbo mustang but this things got me stomped and i know its gotta be some sensor or something.. can anyone help? We are completely frustrated with it

Welcome to ZDriver!

Check to make sure the CHTS (cylinder head temp sensor) is completely plugged in & clean / free of corrosion. Also check the AFM plug. Those are the two main sensors that would flood the engine.

Would this cause the car to not even try to fire over, there is no popping or anything like its trying to build compression or start?

Is this a question or statement?

Yes, a flooded engine will not fire (thus the reason it's called "flooded"). Fuel needs to be (at least somewhat) atomized / vaporized at the cylinder to start an engine. A pool of fuel sitting in the cylinder, not mixing with the incoming air, is not going to properly fire.

If you believe it's a compression problem, do a compression check.
Also check what I mentioned above. :D

Oh sorry it was a statement lol i was type in a hurry... So get a temp sensor and new plugs then go from there

Is there any boost reference or solenoid ect that can cause issues?

Also do the ohm test per the FSM.
