Volt gauge stays on

Will take a picture tomorrow. The dash gauge reads 12 or 14 volts even with the key off, doors locked. The gauge can be seen by looking through the window. Only way for the needle on the voltmeter to indicate "0" volts is to disconnect the battery.

Thanks NismoPick. Thats a first for me because none of my other cars have ever done that. My 280Z and 280ZX that I had in the early 80's ..........well, that is so long ago that I can't remember. But while I've got your attention, I installed a new fuel pump and two pump relays, pump came on for a few "test runs" in the 40 foot driveway, now the pump works very intermittently....like one in a hundred starts.
If I tap the starter, I don't hear the pump running, just one loud click (like a relay). each time I tap the starter the fuel line spits out a little fuel, but not enough to run my lawn mower.
Any ideas? Thanks for taking the time to help with the volt meter concern I had.
