Broken Bolt Head

Whats the best/easiest way to remove a bolt with a broken off head? Ive tried penetrating oil, vise grips, and putting on a nut and tightening it and even locking 2 nuts together then trying to loosen. All of these techniques have not helped AT ALL! There are 2 diff bolts like this 1 is about 1/2" up and the other is about 1/4" up. Both bolts are also very, very rusty.

Are there any tools/techniques that I can use to get these bolts out?

This isnt on my 280zx by the way but rather my grandpa's 56' willys jeep:armata_PDT_03: Im helping him restore/rebuild. Plus there arent any useful forums for jeeps that old and I figure this question really applies to any vehicle. And you guys seem to also be able to help me with any other questions I have had on my 280 so............:unibrow:

Thanks, I really appreciate any help ya can give on this.

Weld a nut on the end. You will have something firm to grab it with, and the heat will help loosen it as well. Hopefully you have access to a welder....

Just use a mig welder. Clean up the area you will be welding on, so the weld will penetrate. A propane / oxy-acetyline torch will work too.
