Your solution might be the correct one but first you need to do an inspection. Take both front wheels off at the same time (support the car n jackstands) and compare both brakes. Check the condition of the calipers and look for any worn parts. When I bought my 79, the owner did a brake job on one side only. needless to say, it didn't stop evenly. Check to see if the brake is dragging. turn the brake rotor by hand and it should take minimal effort; a little is okay but not excessive. Use your own best judgement. Both my calipers were frozen from rust, It only cost $90 for fully loaded left and right calipers from Autozone.

Last solution, Master sylinder isn't supplying equal pressures. This is the last resort but I would check the others first.

The rear brake cables on the 280zx are known for seizing up or getting sticky. Mine did that on the right side only, and for now I just disconnected it.

The other solution is to sell me your car cheap and I'll fix it.
