Welcome to ZDriver!
So is the fuel pump making any noise when it gets power?
Have you removed the output line on the pump to see if it's actually flowing?
And since you are running an EFI L28 instead of the stock carb'd L26, you are using a fuel injection pump, not carb pump right?
And you can download the FSM from XenonS30

thank you now I just purchased the vehicle from its second owner who installed the motor just before parking it in 2004. the pump does come on but and now I have dropped the tank to clean it out and replace a "strainer" according to some guys at napa. was unable to find this "strainer" so will be reinstalling the tank tomorrow. now seethis is where I'm confused its dual carb/ fuel injected? this is what I was told. and no i did not pull the hose directly from the pump but I did pull the hose from the bay and was not recieving fuel. and the pump is a spectra premium universal electronic fuel pump.

It's one or the other... not both. The 240Z & 260Z (L24 & L26 motors) are dual carbs. The 280Z (L28E) is fuel injected. Maybe the guy used the L28E block and head, and used the L26 carbs?
A pic of your engine bay would clear this right up.
Welp... if you want to see if your fuel pump is pumping, wouldn't you check at the pump too?
That's a carb fuel pump ( Spectra Premium/Fuel Pump (SP8016U) | AutoZone.com ) so hopefully you are running carbs, otherwise it will never start. Carb fuel pumps put out 2-10psi while fuel injected pumps can put out 100psi. The L28E fuel injection needs 35psi.

here's the bay see that seems to make sense I do know its l28 because I do have the recipts for the motor and same time I am happy I cleaned the tank wasn't terrible but deffinatly could have used the cleaning out but I will check from the pump as soon as its back together again and I had just assumed that it was flowing through the pump since it was brand new but sounds like I should try.
