Idle Air Control

Does an 83 ZX turbo use an IAC valve? I am using an Electromotive TEC II and just got the engine running but I can't get the idle down below 1600! It's acting like there is a huge vacuum leak but I can't find any. I am wondering if one of the valves on top of the intake manifold is an IAC valve that is open. Thanks for any responses.
