Belt tensioner

I have a loose belt. My question is how to i move the tensioner to tighten. There is a bolt on the top and from what i can see a bolt in the middle of the pully. do I loosen the bolt in the middle of the pully? when i turn the bolt on the top nothing happens except the bolt comes out.

Loosen the center nut (I believe it's 14mm) and then you can adjust the tension with that diagonal bolt (12mm?).

Ok Got the belt tighter... I could not get the belt as tight as i wanted. The positive thing is that the noise from the belts are almost completely gone.
