can I put 40mm offset wheels on my 86 turbo without problems
can I put 40mm offset wheels on my 86 turbo with 20mm offset without problems .. it's going to go deeper into the wheel well which might look funny as well ... the wheels I'm looking at are 16x7 rota Slipstreams 13.5 lbs each

No. I thought for some reason that the Z31 and Z32 were both 30 offset cars.
Anyway, I'd say get a 1 inch adaptor to fit those wheels. You're lacking 20mm of space and the 1 inch is about 25mm. That'll bring the wheel out only 5mm or so from stock which is fine. There's room to the outside in those fenders.
If your car is a +30 suspension, then you only need to make up 10mm of difference. Maybe use a 7mm spacer ring and call it good. That'll bring the wheel inward only 3mm from stock.
